MANILA, Philippines - The Senate Blue Ribbon subcommitee on Monday submitted its partial committee report with a recommendation to file criminal charges against Vice President Jejomar Binay and his son, dismissed Makati City Mayor Jejomar Erwin "Junjun" Binay Jr.''

Blue Ribbon subcommittee chair Sen. Aquilino "Koko" Pimentel III said that the report was submitted to the plenary.

The report recommended the filing of plunder charges against the Binays in connection to the alleged overpriced construction of the Makati City Hall Building II.

"The subcommittee believes that there was a grand conspiracy to milk the construction of the Makati City Hall II parking building for every peso that it could yield, through massive unmitigated overpricing," the report said.

The Senate panel concluded the report by stating that the Makati City Hall II parking building is "very clearly overpriced."

More than 25 hearings over 17 months for the corruption allegations against the vice president.

The hearings also included investigations on alleged anomalous construction of the University of Makati Nursing building, Makati Science High School building and Makati Friendship Suites.
