Napolcom OKs promotion of 47,185 cops

MANILA, Philippines - The National Police Commission (Napolcom) on Saturday gave Philippine National Police chief, Director General Alan Purisima,  the green light to promote 47,185 police officers to fill up vacancies for the ranks of senior police officers 1 (SPO1s) to superintendents.

Napolcom Vice Chairman and Executive Officer Eduardo Escueta said the Commission en banc has approved Resolution No. 2014-253 granting Purisima the authority to fill up promotional vacancies in the second level ranks in order to stabilize the pyramidal structure of the PNP organization and reduce the significant variances in some 2nd level ranks.
       
“The PNP regular promotion program is aimed to enhance the efficiency and effectiveness of the organization by promoting and placing the best and most qualified Police Commissioned Officers (PCOs) and Police Non-Commissioned Officers (PNCOs) to the next higher rank through merit and fitness,” Escueta said. 
 
Escueta said that the PNP has been authorized to fill 975 promotional slots for superintendent; 1,035 for chief inspector; 1,273 for senior inspector; 1,904 for inspector; 11,219 for SPO4; 11,360 for SPO3; 14,484 for SPO2; and 4,935 for SPO1. There are no vacancies for PO2 and PO3 ranks.

“The Commission enjoins the PNP to conduct nationwide information dissemination on said promotional vacancies and to strictly follow the existing policies and guidelines on promotion,” Escueta said.
 
“Screening and evaluation of applicants shall never be conducted without the presence of a Napolcom representative,” he added.
    
Escueta said the PNP Directorate for Personnel and Records Management (PNP-DPRM) is now directed to publish said promotional vacancies in conspicuous places for at least 10 calendar days as provided under Republic Act No. 7041 (Publication Law) and CSC Memorandum Circular No. 16 s. 2005.

“Members of the PNP Promotion Boards are required to ensure transparency in the implementation of procedures and guarantee the promotion of the best and most qualified police officers; otherwise, they would be subjected to administrative sanctions,” Escueta said.
