(UPDATE) 2nd impeachment complaint filed against Aquino

MANILA, Philippines (Xinhua) - A former government official today filed another impeachment complaint against President Benigno Aquino III for bribery and violation of the Constitution.

Augusto Syuco, Jr., former chief of state-run Technical Education and Skills Development Authority (TESDA) filed the complaint after the Supreme Court ruled that parts of the so- called Disbursement Acceleration Program (DAP) were unconstitutional.

Syjuco was quoted by local media as saying that Aquino violated Philippine Constitution by implementing DAP. He also said Aquino should be impeached due to allegations that government funds were given to senators as bribes to oust Supreme Court Chief Justice Renato Corona.

Earlier, lawyer Oliver Lozano filed an impeachment complaint against Aquino over the government's DAP. Lozano is the lawyer of former President Ferdinand Marcos.

However, jump starting the impeachment process against Aquino will require the endorsement of a sitting member of Congress. Senators and congressmen will be back on July 28, when Philippine Congress reopens for its regular session.

Meanwhile, Justice Secretary Leila de Lima said the government is currently investigating five senators who are suspected of misusing their funds from DAP.

De Lima said the government is looking into the possibility that some of DAP funds were channeled through the dummy non- government organizations of businesswoman Janet Lim Napoles. Napoles is accused of masterminding the P10 billion ($230 million) pork barrel scam.
