MANILA, Philippines - Justice Secretary Leila de Lima on Wednesday designated Associate Immigration Commissioner Siegfred Mision as officer-in-charge of the Bureau of Immigration.

De Lima clarified that Mison's responsibilities as officer-in-charge is limited to operational and administrative tasks.

"Mison's designation as OIC shall not include the power to act on matters involving policy determination, approval of long-term contracts and transactions, appointment and firing of personnel, and other matters that go beyond acts of mere supervision and administration," De Lima said in an announcement.

De Lima added that such capacities are only within the authority of the Secretary of Justice.

She also designated lawyer Ronaldo Ledesma to replace Mison as associate commissioner.

Mison earned his law degrees from Ateneo de Manila University and the University of Southern California after graduating from a military academy in New York.

Malacañang announced on Tuesday that President Aquino has accepted the resignation of Immigration Commissioner Ricardo David.

David came under fire for the escape of foreign detainees as well as for his refusal to release an American after the latter was cleared of estafa by a Makati City court.
