DOJ continues probe of PNP helicopter deal

MANILA, Philippines - The Department of Justice (DOJ) is pursuing its investigation into alleged anomalies in the Philippine National Police’s (PNP) purchase of helicopters in 2009 including the alleged involvement of former first gentleman Jose Miguel Arroyo.

Justice Secretary Leila de Lima said her office will review the records of the Senate, which also conducted an inquiry into the controversy even though the Office of the Ombudsman is already investigating the same.

“We will still look into that, although we are just standing by since the case is now with the Ombudsman. If there would be a need for us to help in the investigation, at least we will be ready,” she said.

De Lima said the DOJ can initiate its own investigation without waiting for the filing of charges against those tagged in the controversy.

“I’ve been institutionalizing a policy in the department – that we should not be confined to prosecution of cases but should also boost our case-building functions,” she said.

Last Sept. 2, the PNP Criminal Investigation and Detection Group filed plunder charges against Arroyo for his alleged involvement in the PNP chopper controversy.

Archibald Po and Renato Sia, president and general manager of LionAir Inc., respectively, and Hilario de Vera, president of the Manila Aerospace Products Trading were also charged with plunder before the Office of the Ombudsman for their alleged participation in the anomalous deal.

Former interior secretary Ronaldo Puno and former PNP chief Jesus Verzosa were also named respondents in the case.

Graft charges were also filed against lower ranking officers who were part of the inspection and acceptance committee.
