Priority communion lanes sought
CEBU, Philippines — The Cebu City Council is urging Archbishop Alberto “Abet” Uy and the Archdiocese of Cebu to consider establishing special lanes for senior citizens, persons with disabilities (PWDs), and pregnant women, particularly during holy communion, even as one councilor questioned the proposal on grounds of separation of Church and State.
Councilor Pastor “Jun” Alcover Jr., chairman of the committee on senior citizens’ affairs, raised the matter in a privilege speech during the council’s regular session.
He highlighted the difficulties faced by vulnerable parishioners during crowded Masses, noting that many elderly persons, PWDs, and expectant mothers are forced to endure long lines and physical strain while waiting to receive Communion.
“Attending Holy Mass is not merely a routine, it is a deeply personal expression of faith and devotion. It is therefore incumbent upon us to ensure that access to this sacred sacrament is not hindered by avoidable physical barriers,” Alcover said.
He proposed several measures, including Church announcements inviting vulnerable sectors to proceed first, designated lanes, orientation of parish ushers to assist them, and bringing Communion directly to those unable to walk to the altar.
Alcover emphasized that the proposal does not seek to impose laws but is a respectful request rooted in compassion and inclusivity.
Councilor Sisinio Andales, however, questioned the move, citing the principle of separation of Church and State.
“It will be improper on our part to tell them what to do. They know what they’re doing. In their canon law, they always give priority to senior citizens,” Andales said.
He suggested that senior citizen groups should instead write directly to the archbishop before involving the City Council. Alcover countered that the measure was only a resolution and not an ordinance.
“We are not imposing kay dili man ni balaod. We are only asking that our vulnerable parishioners be given importance. If the Church follows, maayo; if not, at least we expressed the sentiment of our constituents,” he said.
Other councilors expressed support for the proposal.
Councilor Dave Tumulak said, “It’s a privilege for each and every member of this august body to render a privilege speech. Member Alcover was only expressing his sentiment and request.”
Councilor Harold Go added, “There is nothing wrong in making a resolution to request certain considerations from the Church. It simply shows concern for seniors, PWDs, and pregnant women. But there is also no harm in writing a direct letter addressed to the Archdiocese. I recommend that the Senior Citizen Federation also write to reinforce this request.”
Copies of the resolution will be furnished to Archbishop Uy and Cebu City Mayor Nestor Archival for guidance and appropriate action. — /FPL (FREEMAN)
