Ouano to public: Ban on firecrackers remains
CEBU, Philippines — Mandaue City Mayor Thadeo Jovito “Jonkie” Ouano has reminded the public that the ban on the use and sale of firecrackers in the city remains in effect, despite reports of some residents attempting to set off pyrotechnics during the holiday season.
The mayor stressed that existing ordinances strictly prohibit firecrackers, adding that the restrictions will continue to be enforced throughout the holidays.
Ouano said areas such as the North Reclamation Area, where firecracker vendors and buyers traditionally gather, are not designated zones for the sale or use of firecrackers, stressing that such activities persist only because some residents continue the practice despite the city’s ban.
Ouano warned the public that authorities will take action against anyone caught lighting firecrackers or violating safety regulations.
“Di ta mo-allow ana diri,” the mayor said, while acknowledging that the use of firecrackers is deeply rooted in Filipino tradition.
Ouano said the city will not allow the practice, even during the holiday season. He has directed law enforcement agencies to strictly enforce the ban, warning that individuals caught selling firecrackers will be immediately stopped and reprimanded.
The city’s policy is anchored on Republic Act 7183, which regulates the manufacture, sale, distribution, and use of firecrackers and other pyrotechnic devices nationwide.
Under the law, violators may face fines ranging from P20,000 to P30,000 and imprisonment of six months to one year for selling or using illegal firecrackers outside permitted areas.
Ouano also addressed proposals to establish designated firecracker zones, saying that while special areas could theoretically be identified, enforcement remains a challenge.
“Realistically, even if there is a designated area, people will not necessarily limit their use to that zone,” he said.
He emphasized that individuals who choose to use firecrackers do so at their own risk and may face penalties if apprehended.
City officials urged the public to comply with existing laws and safety protocols as part of broader safety measures being implemented ahead of the holiday season to prevent injuries and other firecracker-related incidents. (CEBU NEWS)
