Frasco dangles ?500K reward for info on flood control anomalies
CEBU, Philippines — Cebu 5th District Rep. Vincent “Duke” Frasco is offering a ?500,000 cash reward for any credible information that could help uncover anomalies or irregularities in flood control projects within his jurisdiction.
Frasco made the announcement after it was reported that two of the companies owned by the controversial flood control contractor Cezarah Rowena Discaya have secured multi-million peso projects in Liloan and in line with President Ferdinand “Bongbong” Marcos Jr.’s directive for a nationwide probe into infrastructure projects funded by the Department of Public Works and Highways (DPWH).
The lawmaker stressed the need to uphold accountability and transparency, particularly in projects that directly affect the safety and welfare of communities.
“I will never tolerate any irregularities or substandard work, and I fully support efforts to uphold transparency and accountability in all government-funded projects,” Frasco said in a statement on Friday.

Liloan, one of the towns under Frasco’s jurisdiction, has been flagged by an anti-corruption watch group for hosting some of the most expensive flood control projects in the district.
The Cebu Citizen Anti-Corruption Watch (CCACW) reported that Liloan’s flood control projects amount to ?589 million in 2025 alone, averaging nearly ?196 million per project.
Jun Abines, lead convenor of CCACW, said project costs per linear meter in some areas are unusually high—ranging from ?160,000 to ?462,000 per meter, based on DPWH data.
Records also show that in 2024, the municipality received an additional ?600 million allocation for six flood control projects.
Among the controversial undertakings identified by CCACW is the ?279 million flood control structure along the Cotcot River (upstream) spanning 609 meters, costing about ?458,000 per meter.
Another project along the Cotcot River (downstream), spanning 939 meters, was allocated ?150 million, or ?160,000 per meter.
A third project in 2025, covering 346 meters along the same river, was pegged at ?160 million, or ?462,000 per meter.
For 2024, two projects in the Cotcot River area were recorded: one downstream (647 meters, ?100 million) and another upstream (461 meters, ?155.28 million).

Discaya—Alpha & Omega General Contractor & Development Corp. and St. Matthew General Contractor & Development Corp.—secured contracts worth ?395.8 million for flood control structures in Liloan.
These included a ?149.8 million project awarded in March 2025 to the joint venture of MC Geometric Proportions, Inc. and Alpha & Omega for works along the Cotcot River (upstream).
Another ?96.4 million contract, awarded in December 2024, went to MC Geometric Proportions, Inc. and St. Matthew General Contractor & Development Corp. for the Cotcot River (downstream).
CCACW said its mission is to ensure accountability by reviewing project costs, specifications, and on-site implementation. (CEBU NEWS)
