Awful smell remains around city, provincial jails

CEBU, Philippines —  Newly-elected Kalunasan, Cebu City barangay captain Carlitos Ceniza is looking into the issue involving the awful smell of wastewater discharges from the city and provincial jails.

Ceniza recalled that back when he was still as barangay councilman, he filed a case before the Department of Environment and Natural Resources against these jails that led to the issuance of a cease and disease order against the dispatching of waste without permit.

According to previous reports, residents of barangays Kalunasan and Guadalupe in Cebu City complained about the bad smell from the jail facility since 2011.

Ceniza said some measures were taken to address the foul smell but that the problem has never been solved.

Ceniza said he even had pictures of the pilgrims of the Our Lady of Guadalupe-Langub Shrine who covered their noses because of the foul smell.

Ceniza said he found out that the water treatment plant at each jail is non-functional.

“Naa na silay water treatment plant each jail, guba na kayo, non-functional..daghan sagbot…They promised us to have it repaired, sa province and city, but until now, mao ra gihapon,” Ceniza disclosed.

With this, Ceniza said, he wants the case “revisited” for the sake of the health and safety of the residents in the area.

Now that he has been elected vice president of the Liga ng mga Barangays-Cebu City chapter, Ceniza is asking for the support of the LnB on the matter.

“Akong plano puhon, magpatabang pud ko sa ABC among e-revisit the case why it remains un-implemented,” said Ceniza.
