Capitol to outsource 839 workers

CEBU, Philippines — The Cebu provincial government has started the process of outsourcing workers from manpower firms to replace the 2,992 terminated job-order (JO) and contract-of-service (COS) employees.

The Capitol wants to outsource 443 medical and 396 non-medical personnel of the province.

Outsourcing is the method of obtaining goods or services from an outside source, especially in place of an internal source.

The Capitol hosted a pre-bidding conference to allow prospective bidders to clarify the provisions of the terms of reference, covering the manpower outsourcing.

Maayo Medical Clinic Corporation and LBP Service Corporation were the participating companies for the medical-related services, said Provincial General Services Officer Bernard Calderon.

Perfect Clean General Services, Extraordinaire Janitorial and Manpower Services and LBP Service Corporation, on the other hand, took part in the pre-bidding conference for non-medical services.

The Capitol has allotted P277.68 million for the outsourcing of labor. Of the budget, P91.39 million is set aside for non-medical employees, while P186.29 million is for medical workers.

Calderon said prospective bidders are expected to submit their respective bids on August 13.

“That is the bidding proper,” he said, adding that the Capitol targets to outsource workers by September 1.

Other prospective bidders are urged to join the August 13 bidding.

Outsourcing employees has been a practice in the Capitol during Gwendolyn “Gwen” Garcia’s previous terms as governor.

Since the manpower agency will be the one responsible in disciplining the workers that they supply to the Capitol, Garcia earlier said work will be more efficient.

Also, she said the Capitol will have less operational cost since it will not need to pattern the workers’ payment on the government’s salary grade scheme and the increase in the government wages as prescribed by the Salary Standardization Law. — KBQ (FREEMAN)
