CSC to conduct anti-red tape survey in gov’t offices

CEBU, Philippines - “Shape up or you will be shamed”.

Civil Service Commission Chairman Francisco Duque released this statement as they are to conduct another round of survey on the satisfaction rating of all government offices nationwide under their Anti-Red Tape Act (ARTA) Report Card Survey (RCS) program.

“We will publish those offices that have excellent ratings, and we will give them rewards and recognition. Those who will have a failing mark will also be published,” said Duque in a press conference yesterday.

CSC-7 regional director Karin Litz Zerna said that for this year, they will conduct surveys on all government agencies located in Region VII.

Duque explained that this is not a perception survey. Rather, the survey is done with clients who have availed of frontline services of the offices being inspected.

The 2013 ARTA-RCS showed that 62 service offices under 28 national government agencies and government-owned and controlled corporations in Region VII were subjected to such survey, with 85 percent passing the survey.

In a separate statement, CSC said that the evaluation of frontline services of government offices is done through the RCS, which is a component of Republic Act No. 9485, also known as the Anti-Red Tape Act of 2007.

ARTA-RCS started in 2010. Its aim is to obtain evidence-based feedback on existence and effectiveness as well as compliance with the agency’s Citizen Charter.  (FREEMAN)
