PB to start probe into ‘plaint vs Gica

CEBU, Philippines - It is the turn of acting Dumanjug Mayor Efren Guntrano Gica to answer administrative charges before the Provincial Board after he caused the preventive suspension of Mayor Nelson Garcia.

 The PB committee on complaints and investigation is set to start its investigation into the malversation complaint Garcia filed against Gica. It will order the parties in the complaint to submit their respective affidavits, supporting documents and evidence within 10 days and, within the next 15 days after that, will determine if there is a prima facie case to warrant the opening of administrative proceedings. 

Garcia filed the complaint against Gica for allegedly not returning two sets of computers and laptops when the latter’s term as councilor ended on June 30, 2010.

 Garcia alleged that in 2007, Gica purchased a computer set amounting to P52,640 intended for his office during the time of former mayor Cesar Baricuatro.

 In 2009, Gica allegedly received a laptop computer from the office of former PB member Alfred Francis Ouano for the use of the Dumanjug Municipal Council.

Gica admitted he has the laptop purchased by the municipal government but denied having in his possession the one given by Capitol.

 He said he is willing to buy the unit considering the amount of money he has spent in upgrading the system and because he has saved many files therein.

Garcia said that on July 7, 2010, property custodian-designate Corazon dela Cruz sent a demand letter through Gica’s registered mail.

 Since then, Gica allegedly refused or failed to return the items.

 Gica said he did not receive any demand although he is ready to answer the charges filed against him.

 Garcia asked the PB to hold Gica administratively liable and to impose appropriate administrative penalties.

 Gica first filed usurpation charges against Garcia over the appointment of SB secretary resulting to the 60 days preventive suspension of the latter.  (FREEMAN)
