CEBU, Philippines - The House of Representatives has approved on second reading a bill that seeks to uplift the standard of living of the poor.
House Bill 4484, authored by Cebu City North District Rep. Rachel Marguerite “Cutie” del Mar and four other congressmen, seeks to provide livelihood opportunities for the poor.
The bill defines “poor” under Republic Act 8425 or the Social Reform Agenda as families or individuals whose income falls below the poverty threshold as defined by the National Economic Development Authority (NEDA).
Del Mar said under the bill, the poor would be identified by the National Anti-Poverty Commission (NAPC), the local government units (LGUs) and other sectors.
The bill authorizes the government implementing agencies to accredit partner organizations to accept donations, aids or grants for the beneficiaries.
It also mandates funding for the implementation of the law to be sourced from the anti-poverty programs of the government. (FREEMAN)
