CEBU, Philippines - In preparation for the upcoming Independence Day celebration in June, Cebu City Mayor Michael Rama is planning to purchase new Philippine Flags to be distributed to the different barangays and public schools in the city.
Rama said he has decided to purchase brand new flags for the barangays and public schools after having observed that some barangays are using worn out and even tattered Philippine Flag.
“Mauwaw ta nga ang uban sa atong mga bandera gisi-on na ug ang uban pughaw na kaayo ang kolor ( It is shameful that some of our flag are already tattered and the colors have faded) ,” Rama said.
The mayor has offered to use his discretionary funds to purchase new flags.
The National Flag Law provides that worn out flags shall be disposed of properly. Proper disposal of worn out flags is by burning to avoid misuse and desecration.
It is also provided under the law that the flag shall be replaced immediately when it begins to show signs of wear-and-tear.
In order to keep uniformity of the flag, the law provides that the Industrial Technology Development Institute (ITDI) or the Philippine Textile Research Institute (PTRI) of the Department of Science and Technology (DOST) shall evaluate the quality of the material of all flag samples and certify whether the fabric for the blue, white, red and golden yellow colors, including the canvas submitted, conform to government requirement as to the quality of the material.
It was likewise provided that all deliveries of the flag requisition by the government shall be inspected by the requisitioning agency’s internal inspector and by the Commission on Audit (COA). (FREEMAN)
