CCPO to launch electronic police blotter system today

CEBU, Philippines - To prepare for today’s launching of the Philippine National Police e-Blotter system, former Police Regional Office–7 Intelligence Chief Sr. Supt Augusto Marquez, who is currently assigned at Camp Crame’s Directorate for Investigation and Detective Management, headed yesterday a whole-day training session on the said new system.

Around 15 policemen from the 11 police stations under the Cebu City Police Office and other special units were trained by DIDM on how to use the PNP’s e-Blotter system.   

Marquez said the purpose of the said technology is to systemize all case records throughout the country into one simple database.

“Later on through e-blotter, wala na ta’y cold file. It will automatically prompt if a case is still unsolved and later on ma-update nato ang status sa kaso,” he said. 

Through the system, blotter entry throughout the country will be uniform, accessible and detailed compared to the old way.

“Naa gihapon nang manual blotter, kay na-observe man nato nga ang pag-enter sa mga blotter different ang uban ug di complete ug data. But with e-blotter, complete tanan kay naa naman sa system,” Marquez said. 

He, however, admitted that PNP does not have the funds to make the project nationwide, adding that aside from CCPO, e-blotter is only present in Pampanga, Tarlac, Butuan, Batangas and the National Capital Region.

He said if not for the support of the Cebu City government who offered to provide the hardware, the said project would have remained just a plan.

Marquez said that the system starts from the respective police stations which will send their police reports to their respective city or Provincial offices and instead of sending it first to their respective regional offices, it will now be directed to their headquarters in Camp Crame.

Though the system is not yet being implemented in other parts of the country, Marquez said yesterday there are moves by government agencies to link their systems with other national agencies.

In fact, he said there was a conference in Manila to link the records of various government agencies.

If realized, aside from the PNP, the system will be linked with the Department of Justice, National Bureau of Investigation, Bureau of Jail, Management and Penology and the Bureau of Fire Protection.       

To formally launch the said program PNP Chief Nicanor Bartolome will head the activity at the new Fuente Police along Osmeña Boulevard, Cebu City, this morning. – (FREEMAN)
