Malacañang junks Rama's request for "luxury" vehicles

CEBU, Philippines - Cebu City Mayor Michael Rama could not buy new vehicles after the Office of the President denied his request for authority to purchase four units of utility type vehicles.

Such planned purchase would be a violation of Administrative Order No. 233 issued by then president Gloria Macapagal-Arroyo.

“We regret to inform you that your request cannot be given favorable course,” said Deputy Executive Secretary Teofilo Pilando of the Office of the President in his letter addressed to Rama.

Rama said the utility vehicles are intended for the use of the Office of the Mayor, the Office of the Vice Mayor and for the two congressmen in the North and South Districts.

In a memorandum circular to provincial governors, city and municipal mayors issued by the Department of Interior and Local Government secretary, all local governments should first seek the approval of the Office of the President for the acquisition of the luxury vehicles, including all types of aircrafts and seacrafts, regardless of funding sources.

Pilando said the vehicles that Rama wanted to purchase is already considered luxury vehicles as stipulated in the Administrative Order No. 233 issued by the Office of the President in 2008.

“The proposed vehicles exceed the engine displacement allowed and is considered luxury vehicle,” Pilando said.

Pilando also said that AO 233 defines a “luxury vehicle” as any motor vehicle with the following specifications and with an engine exceeding four cylinders: car (sedan or hatchback) with an engine displacement exceeding 2200cc for gasoline or 3000cc for diesel; passenger van or pick-up type vehicle with an engine displacement of more than 2200cc for gasoline or 3000cc for diesel.

Also, when Rama asked for approval from the Office of the President, he failed to provide supporting documents. (FREEMAN)
