Separate accounting unit for barangays

CEBU, Philippines - Reorganization of the accounting organizational structure and setting up of a separate Barangay Accounting Division Unit would mean better response in addressing backlog of financial transactions in the city and barangays.

City accountant Marietta Gumia yesterday said there are 176 from 1,069 backlogs on the pre-audit of vouchers and payrolls for the city and verification of barangay transactions because there are not enough personnel to process them.

At least 200 new vouchers a day are being forwarded to their office, Gumia said.

Gumia also said there is no barangay accounting division unit that is assigned mainly for barangay transactions, verifications and financial statement preparations.

With the problem, Gumia said she is now drafting a proposal for the reorganization and to have separate accounting division for the barangays. She said that it will be submitted to the city council for approval.

In the barangays for instance, all 80 barangays in Cebu City have already pleaded to the City Accounting Office to prioritize the processing of their vouchers for payments of utilities to avoid penalties imposed for late payment of electricity bills and also to avail discounts for early payment of the water bills.

Gumia said despite their giving priority to the barangays, there is still problem on their lack of personnel. They have requested 10 additional examiners but as of now, only two have reported for work.

She added that most of her personnel, especially those assigned for barangay transactions, are new in the job so there are still some adjustments being made.  (FREEMAN)
