Council returns Mabini's proposal to collect fees

CEBU, Philippines -  The Cebu City Council’s Committee on Laws and Ordinance has returned the proposed measure of Barangay Mabini that seeks to set aside a portion of the fees that will be collected for the issuance of certifications to persons requesting.

In his committee report, City Councilor Edgardo Labella said the proposal is vague considering the amount to be collected is not clear because of the phrase “with documentary.”

The councilor said there is a need to clarify the amount to be collected, whether or not it already includes the cost of the documentary stamp, if the word documentary refers to the documentary stamp to be attached to the certification.

The committee also questioned the issuance of certification for the purpose of “prenda” and “kasabutan” as it was not clearly defined in the proposed ordinance.

Labella said there is also a need to include a provision in the proposed measure for the exemption of so-called pauper litigants as the barangay will be collecting P100 for the issuance of summons.

Labella said the committee has returned the ordinance to Barangay Mabini for them to make some revision and clarify the fees.

Meanwhile, Barangay Pari-an will be collecting fees to those who will be applying for health cards from the barangay’s health center. The amount that will be collected will go to the general fund of their barangay.

Councilman Mat Eric Medalle and Edwin Yutico, who authored the proposed ordinance, said the barangay sees it fitting to collect fees to those who want to get health cards.

The barangay plans to collect P20.00 to any applicant who shall transact for health cards in Pari-an.  (FREEMAN)
