Vice guv logs perfect attendance

CEBU, Philippines - Absenteeism is not a habit among members of the Cebu Provincial Board during the first six months of their term from July up to December 2010, which had 20 days regular sessions.

Among those who have perfect attendance are Vice Governor Gregorio Sanchez, Jr. who is the presiding officer, PB Members Sergio Restauro, Jude Thaddeus Durano-Sybico and Jose Ribomapil Holganza, Jr., who heads the Association of Barangay Councils in the province.

Holganza assumed seat along with the newly elected PB members in July last year replacing now Boljoon Mayor Teresita Celis. He was elected ABC president last December and remains as board member.

PB Member Bea Mercede Calderon, who represented the Sangguniang Kabataan Provincial Federation, incurred five absences while the rest were on-leave or on official businesses.

Calderon stepped down as SKF president and she was replaced by Aladin Wilyamie Caminero in the middle of last December.

Board Member Caesar Ian Zambo has the most number of leave of absences of five; three each for PB Members Peter John Calderon and Julian Daan and two for Thadeo Ouano.

PB Members Alex Binghay and Carmen Remedios Durano-Meca have the most number of official businesses of five each. Meca of Danao City replaced Consolacion councilor Alfred Francis Ouano as president of Philippine Councilors League on second week of August last year.

Although all of them were able to introduce resolutions either as principal sponsors or co-sponsors, Peter John Calderon has the most number of resolutions of 68 filed, Arleigh Jay Sitoy has 56, Thadeo Ouano has 37, Agnes Magpale and Julian Daan has 30 each, Joven Mondigo has 29, Restauro has 20, Sun Shimura has 17, Sybico has 16, Sanchez has 13, Binghay has 12, Holganza has 10, Zambo and Caminero has 9 each; Meca has 3, Bea Calderon has 2 and Wilyamie Caminero has 1.

Peter John Calderon, who chairs the committees on laws and budget, rendered the most number of reports at 169 followed by the committee on complaints, investigation and accreditation of Mondigo with 28 reports rendered.

The committee on agriculture, education, ways and means of Caminero has 17; environment and planning of Ouano has 16 and the committee on health, social welfare and senior citizens of Restauro has 13 reports.

Others had rendered at least one committee rendered but Daan of the public affairs and information had none.

The Board also passed ordinances authored by Calderon, at 7, Magpale had 3 and one each of Mondigo and Daan. Other proposed ordinances are still pending before the respective committees for review.

Most of the PB members are allied with Gov. Gwendolyn Garcia’s One Cebu Party so proposed pieces of legislation are expected to have a smooth-sailing run during deliberations.

The 2011 annual budget, however, was subjected to objections and court action by Sanchez but this did not prosper, owing to the numbers of the administration. – (FREEMAN)
