Tabunan officials allegedly collecting illegal fares

CEBU, Philippines - Officials of Barangay Tabunan allegedly continue to collect fares from those who ride city-owned vehicles even if this collection has no enabling ordinance.

Even with the announcement of councilor Edgardo Labella, chairman of the committee on laws of the Cebu City Council, that it is illegal for the barangay officials if they collect fares from those who ride the government vehicles without an enabling ordinance, the Tabunan officials allegedly continue this activity.

Sources witnessed yesterday that the cargo truck donated by the city to barangay Tabunan unloaded passengers at the corner of Salinas Drive and Gorordo Ave. in Barangay Lahug.

“Pabayron gihapon mi nila og P25 sa pagsakay namo gikan sa Tabunan paingon dinhi, inigbalik lain na usab nga P25,” one of the passengers told The FREEMAN.

Labella assured to bring up the issue before the City Council and warned the concerned barangay officials that the act of collecting fares from those who ride the government-owned buses or cargo trucks without an ordinance is considered graft and corruption.

Mayor Tomas Osmeña said he will allow the collection of minimal fees from those who ride the buses or cargo trucks of the barangays but the concerned barangay officials should first enact an ordinance to legalize the collection.

Ordinances enacted by the barangay councils still cannot be implemented right away unless it will be approved by the city council, and the ones who collect the fares should issue official receipts to their passengers.  (FREEMAN NEWS)
