Talisay man faces drug raps

CEBU, Philippines - A complaint was filed in the Regional Trial Court against a man for allegedly violating Section 5 of Republic Act 9165 or the Comprehensive Dangerous Drugs Act after a pack of shabu was confiscated from the accused during a buy-bust operation.

 Hermigildo Baclay Capala a.k.a “Dodong”, 60 years old from Cansojong, Talisay City, was caught at 5:30 a.m. last March 17 in Barangay Poblacion, Carcar City in a buy-bust operation conducted by the Regional Anti-Illegal Drugs Special Operations Task Force Group 7.

 PO3 Roehl Patalinghug, member of the Philippine National Police, said that while he was in duty, a walk-in informant reported in their office informing them of an ongoing transaction of shabu at Sitio Loan-Loan in Barangay Poblacion.

Acting on the said information after a short briefing and in coordination with the Philippine Drug Enforcement Agency 7 on the projected operation, Patalinghug, designated as poseur buyer, used P500 as marked money to purchase a pack of shabu worth P1,500 with back-up PO1 Neil Ryan Talle and the informant who have a previous transaction with the suspect.

At 5:25 a.m., Patalinghug approached the suspect and after a few minutes of loose talk, knowing of his intention to buy shabu, the alleged courier left the area to get the stuff.

Five minutes later, Capala allegedly came back and handed the pack to Patalinghug. After exchanging the pack with the money, Patalinghug gave the signal to the police and arrested Capala. Qualitative examination was conducted which rendered positive results that the substance is indeed shabu.
