CEBU, Philippines - The Police Regional Office-7 has issued a memorandum to its unit regarding the prompt submission of incident and progress reports.
Sr. Supt. Louie Oppus, chief of the PRO-7s Operations and Plans Division, said the memorandum, which was issued last week is to remind the provincial and city offices and other lower commands to promptly submit reports to the regional office.
This after the PRO-7 received a memorandum from the Philippine National Office Directory for Operations which states there are instances that incident and progress reports are received by the national headquarters very late. Consequently, the PNP is placed in an awkward situation especially when the leadership of the PNP is being interviewed regarding such incident.
Oppus said it is sometimes embarrassing for the part of the police that the tri-media know first the incident before them. He cited a certain police office in Central Visayas, which he refused to name out of pity that reported an important incident very late that prompted them to issue the memorandum.
With the help of the new technology like text messaging and electronic mail, he said incidents should be reported to all level of the police headquarters, including the national headquarters, within an hour.
“This is to remind the lower commanders to report the incident immediately especially if the incident falls in the ten significant incidents…Spot report is expected to be in by an hour,” Oppus stressed.
The police official said the ten significant incidents include murder, robbery, hold-up, fire, among others, which are listed in the PNP National Operation Center Manual.
He further said the initial report sent should contain the “five Ws and one H” for the immediate discernment of the regional director command group and the national headquarters. — Niña G. Sumacot/WAB (THE FREEMAN)
