Ban on LPG transport via motorcycles eyed

CEBU – There is now a proposal to prohibit persons from transporting liquefied petroleum gas cylinders by strapping them to the backs of motorcycles.

Councilor Edgardo Labella already filed his proposed ordinance before the Cebu City Council’s secretariat so it will be included in the discussion during their regular session on Wednesday.

Labella said he observed that many delivery personnel of some LPG dealers use motorcycles to deliver their products and just tie them to the back of the vehicles using nylon ropes.

He explained that unlike other lightweight and safe commodities, a filled LPG container poses a risk to public safety on the road considering its weight.

“All persons or entities engaged in the retailing of LPG cylinders shall be prohibited from delivering the said products to its consumers by way of tying the same with nylon rope at the posterior portion of a motorcycle,” his proposed ordinance read.

The proposed penalties for the violators is P500, P2,500 and P5,000 for the first, second and third offense, respectively. Aside from the fine, the city will also revoke the business permit of the entities that will violate the ordinance.

Labella said his proposed ordinance will also cover private individuals who use motorcycles to transport their LPG cylinders.

“Luoya diay namo nga walay sakyanan. Pas-anon lang namo ang among pinalit kay tagsa ra man ang mga dealer nga mo-deliver. Kon may mo-deliver, dugang bayad man sab,” said Meliton Cariño, one of the LPG buyers at a gasoline station along Juan Luna Ave.

It is expected that this proposed ordinance will be referred to the committee on laws and ordinance. If it gets a favorable endorsement, Labella assured that there will be a public hearing.
