3 brgy chiefs face possible raps for garbage problem

The City Environment Sanitation and Enforcement Team plans to file criminal charges against the barangay captains of Lorega-San Miguel, Poblacion-Pardo and Apas for their alleged failure to address the garbage problem of their barangays.

Councilor Nestor Archival, who heads the Ceset being the chairman of the City Council’s committee on environment, yesterday instructed his personnel to draft letters for the barangay officials to remind them of their tasks.

Eric Surban, in-charge of filing cases for those found to have violated the provisions of the Ecological Solid Waste Management Act and the city’s anti-littering ordinance, said they would give the concerned barangay officials a chance.

“Kon human namo sila padad-i og suwat unya mao lang gihapon, mapugos na mi pagpasaka og kaso batok nila,” he told The FREEMAN yesterday.

Surban said they have observed that the barangay officials of Poblacion-Pardo under captain Danilo Lim always fail to collect on time the garbage dumped near a skywalk.

In a follow-up interview, Lim admitted there are times that his garbage personnel fail to collect the garbage on time because his barangay covers some 226 hectares and has only one garbage truck at present because the other two are still under repair.

“Wala man namo na pasagdi, usahay dili lang g’yod maato paghakot tungod sa kadako sa among teritoryo. Wala man gani mi gasoline nga hinatag sa City Hall,” Lim told The FREEMAN.

Ceset personnel observed that Apas barangay captain Clemente Rosales also failed to collect the garbage in his area, particularly at the back of a mall.

Lorega-San Miguel barangay captain Fortunato Parawan also failed to prevent the people in his barangay from throwing garbage right beside the barangay hall.

Barangay treasurer Rolando Maloloy-on explained that their barangay garbage personnel failed to collect the garbage when their garbage truck was under repair for several days which prompted them to borrow garbage trucks from the city.

City Hall earlier filed a case against the barangay captain of Apas for his failure to implement proper disposal of garbage in his barangay. Rosales paid the corresponding penalty in court. — Rene U. Borromeo/MEEV
