The Cebu Provincial Board has approved the reappointment of Eduardo Habin as provincial administrator.
The reappointment was contained in a resolution sponsored by Board member Juan Bolo and unanimously approved by the provincial legislators during their session the other day.
Habin told The FREEMAN he is “glad of the trust and confidence given to him by the governor and the PB.” And added he would do his best to serve well the Cebuanos.
Habin, the former provincial budget officer, was appointed provincial administrator by Governor Gwendolyn Garcia last November 3, 2004. His reappointment is in accordance with Section 12 of the Civil Service Commission Memorandum Circular No. 40, series of 1998.
It states that “a person who has reached the compulsory retirement age of 65 may be appointed to a government position provided that such position is confidential in nature and the employment is co-terminous in status, and that the appointment is deemed merely temporary.”
“The confirmation of the appointment of Mr. Habin to the position of provincial administrator, being classified as coterminous in accordance with RA 7160, otherwise known as the Local Government Code of 1991, likewise needs to be renewed by this august body,” the resolution said.
In reaffirming his appointment, the resolution cited Habin’s “competence, conscientiousness, and dedication” during his first stint as administrator of Cebu province. – Gerome M. Dalipe/MEEV
