This was revealed by Police Inspector VI Procopio Gaquit of the Technical Service Division under the Napolcom after the group conducted a month-long inspection of police ranks dubbed as “Oplan Bilang” of the PNP.
Gaquit told reporters yesterday that they have discovered one policeman they suspect to not exist at all, but may have been receiving salary or other benefits for PNP personnel.

Another discovery Napolcom found was a policeman who is reportedly suffering from an ailment but is still doing police duties.
This policeman is reportedly so sick he carries a colostomy bag that contains his waste while rendering police duties.
“I-recommend nato siya nga permanent total disability,” Gaquit said, adding that the said policeman should be out of the service due to his medical ailment.
A policeman who applies for early retirement due to permanent total disability, as long as this is supported by medical records, will still receive the same benefits as the other retirees, only that they will no longer receive the monthly salary.
The inspection included the headcount of actual personnel strength compared to the existing records of the police units.
They will also look into the records of policemen who have been convicted of crimes and are no longer entitled to their salaries and other benefits.
Meanwhile, the 1,162 personnel of the city police office, including the 83 officers and 25 non-uniformed personnel, are all accounted for according city police
chief Patrocinio Comendador.
The Cebu City Police Office has four policemen who are now in jail for various criminal charges, they are SPO2 Primitivo Garcia who is now jailed in Bagong Buhay Rehabilitation Center for rape, PO3 Alfredo Donato in the Lapu-Lapu City jail for murder, PO2 Tomas Jacob Sarmiento who is facing a double murder case and is now in the Criminal Investigation and Detection detention cell in Manila and PO2 Manolito Anore who is now detained in Philippine Drug Enforcement Agency-7 stockade for drug charges. — Edwin Ian Melecio/BRP
