Pagador, Arinasa richest Cebu City brgy captains

Luz barangay captain Nemesio Pagador and San Jose barangay captain Rodigilio Arinasa are the richest while Apas barangay captain Clemente Rosales and Sta. Cruz barangay captain Jerome Lim are the poorest barangay chieftains in the city.
At least 25 of the city's 80 barangay captains belong to the millionaires' list.
In his statement of assets and liabilities (SAL) for 2005, Pagador declared a net worth of P16.250 million while Arinasa stated a net worth of P14.890 million.
Pagador owns properties in barangays Binaliw and Luz and in the towns Sibonga and Moalboal amounting to P14.250 million. His "personal and other property" worth P2 million comprised his jewelry, housing and meat supply businesses, and cash. He declared no liabilities.
Arinasa's six properties, which he mostly inherited, were located in San Jose. His liabilities have reached P2.760 million, which he indicated as "personal loans."
Quiot-Pardo barangay captain Vicente Ramos Jr. declared a net worth of P9.707 million, which ranks him third on the list. He owns three residential houses and a building worth P6.004 million and other personal properties such as cars, a delivery truck and 35 motorcycles. He declared a P402,000 liability. Guadalupe barangay captain Eugenio Faelnar, the president of the Association of Barangay Councils, only ranks fourth, declaring a net worth of P8.270 million.
He ranks the sixth richest councilor in the city.
Except for his monthly earning of P23,155 as a member of the City Council, Faelnar listed no other source of income. But in his SAL, Faelnar has four residential lots in barangay Guadalupe worth P4.370 million and a P1.5-million cash deposit in the bank.
Fifth on the list is Inayawan barangay captain Licerio Jaca, who posted a net worth of P6.587 million.
Rosales of barangay Apas, on the other hand, only posted a net worth of P3,000, declaring only that his personal property, a 38-square meter lot with a house, was acquired in 1980 through the Pag-IBIG Fund.
Lim of barangay Sta. Cruz, meanwhile, declared a net worth of P8,000 and a liability of P60,000 from his personal loans.
Other millionaire barangay captains include Wilfredo Po of Sto. Niño (P5.011 million), Lea Japson of Banilad (P4.385 million), Felicisimo Rupinta of Ermita (P3.870 million), Reynaldo Laurente of Hipodromo (P3.297 million), Benjamin Zabate of Sawang Calero (P2.705 million), Felix Abella of Labangon (P2.690 million), Sisinio Andales of Pahina Central (P2.525 million), Prescillo Alvorez of Sudlon II (P2.325 million), Romeo Ocarol of Pasil (P2.18 million), Francisco Pintor of Kalunasan (P2.085 milion), Angelo Pepito of Kasambagan (P1.950 million), Trinidad Borces of Mabolo (P1.916 million), Ana Tabal of Tagba-o (P1.793 million), Rodolfo Estella of Mambaling (P1.537 million), Mary Ann delos Santos of Lahug (P1.4 million), Daido Abecede of San Antonio (P1.317 million), Michael Rallota of T. Padilla (P1.302 million), Danilo Alfafara of Cogon Ramos Central (P1.14 million), Jesus Bontuyan of Sirao (P1.120 million) and Victoriano Go Jr. of Pahina San Nicolas (P1.025 million).
Only 63 of all the barangay captains in the city had filed their SAL for 2005 based on documents submitted to the City Interior and Local Government Office.
Patricio Gabuya, city director of the Department of the Interior and Local Government, said he will submit the documents to the Ombudsman in June and it will be up to the office to impose sanctions against the barangay captains who did not submit their SAL.
