Market ID system needs council nod

The ID system for all public market vendors in the city cannot be implemented without a council resolution.
Market administrator Elpidio dela Victoria said a resolution is needed in order to authorize the city treasurer to collect P60 as payment for identification cards.
Dela Victoria said the ID system is meant to monitor the operations at markets, especially on the aspect of collection.
Dela Victoria said the ID system would first be implemented in Pasil market as a pilot area before this would be enforced in the other six city markets. By January 1 next year, all stallholders will have their own ID cards.
He said that with this system, it would be easier for the market authority to identify who among the stallholders are delinquent in their payments.
Aside from this, the system would prevent stallholders from abandoning their units to other stallholders without informing the market authority.
This illegal practice makes it difficult for the authority to be efficient in collecting payments.
