Mayor Socrates Fernandez, in a draft memorandum, has directed the city police to refuse requests to use the facility.
The mayor's memorandum was made in connection with the request of police inspector Isagani Abalo, chief of the City Hall police sub-station, who said that the detention cell in Talisay lacks the capacity to accommodate more than 15 people.
Abalo also said there is no separate detention cell for female inmates and that the facility does not have enough personnel to manage the jail.
City police chief Audie Villacin said Abalo's concern was aggravated when other police units detained felons in the jail for ten days. - Garry B. Lao
