Rama wants "tartanilla, trisikads," and other such contraptions regulated

Vice Mayor Michael Rama is concerned of the proliferation of so-called "informal means of transportation" in the city, prompting him to move for the creation of an ad hoc committee to study the situation.

In his resolution, Rama said that such informal means of transportation like horse-drawn carriages, motorcycles-for-hire, or "karomata" are largely unregulated and indiscriminately used in the city streets "that inevitably causes slow moving traffic leading to traffic jams, and worse, even leading to accidents that seriously threatens property, life and limb of city residents."

Rama said that with the presence of these unregulated vehicles, there is a need to conduct a comprehensive study on how to properly regulate the same considering that the regulation of traffic within the city is part of promoting general welfare of the city's residents.

"We cannot just sit waiting for whatever major incidents that may befall on us out of this worsening situation. We can neither sweepingly ban these transportation means unreasonably depriving individuals who depend on such as a necessity in going to and from work. Instead of being reactive, we must therefore be proactive," Rama said.

Aside from the creation of an ad hoc committee, Rama also proposed that the committee come up with ways and means to address the concern "including, but not limited to, the creation of an office to monitor projected regulation of informal types of transportation."

Rama also proposed that the ad hoc committee be composed of the chairmen of the city's committee on police, fire, penology and public safety, and committee on laws, ordinances, public accountability and good government.
