Miss Cebu 2025 Candidate #4: Kiara Liane Wellington

CEBU, Philippines — Kiara Liane Wellington is among the Basilica devotees who support the church’s strict dress code. This policy gained attention following an incident last year where someone was barred entry for violating the rule and failing to present a valid ID.

“I agree with [the dress code] because it reminds us to be mindful and respectful of the church. The Basilica is a sacred place where we pray and give thanks as devotees,” she said.

Being a Basilica devotee reflects her identity as a proud Cebuana, a sentiment deeply tied to her aspirations as a 22-year-old fashion design student determined to spotlight Cebu’s rich fashion scene.

“As an aspiring fashion designer, I aim to promote Cebu through my creations that showcase its beautiful scenery, vibrant colors, and rich history because I am a proud Cebuana,” she shared.

“Cebu is home to some of the most talented designers who know how to work wonders with garments. This inspires me to believe in my abilities and fuels my passion for pursuing this path,” she added, citing Cary Santiago as her local fashion icon.

The former Sinulog Festival Queen's journey to embracing her Cebuana identity was not without challenges. As a Fil-British born in France, she initially struggled to reconcile her biracial roots.

“When I moved to Cebu 12 years ago, it was incredibly tough. I was bullied for being different — I had a different accent, lifestyle, and attitude that set me apart from my peers,” she recalled.

“But I have since embraced who I am. No matter where you are from, you have to accept and celebrate the qualities that make you unique. I know who I am, and I proudly call myself a Bisaya British.”
