IC seeks justice for ex-chief’s death

MANILA, Philippines - The Insurance Commission (IC) has condemed the violent murder of former IC Commissioner and lawyer Eduardo T. Malinis in Bacoor City last May 23, and called on the authorities for an expeditious investigation to bring the culprits to justice.

IC Commissioner Emmanuel M. Dooc has ordered that the Philippine flag at the IC to be flown at half mast to mourn the death of Malinis.

“The entire Insurance Commission extends their condolences to the family, friends and colleagues of the late (Insurance Commissioner) Malinis at this incredibly difficult time,” Dooc said.

Malinis started as legal officer I in 1962 and appointed as commissioner in 1995.

He has served as a commissioner under three Presidents: Fidel V. Ramos, who first appointed him to the position in 1995, Joseph E. Estrada and Gloria Macapagal-Arroyo.

Upon reaching the mandatory age of retirement in 2003, he retired as the head of the IC but was appointed as officer-in-charge and thereafter, subsequently reappointed by former President Macapagal-Arroyo in 2007.

He has rendered almost 40 years of service at the IC, 12 years of which as commissioner thus making him the longest-serving commissioner.

“In his many years of service, the exceptional contribution of Malinis to the country’s insurance industry cannot be doubted, which includes the formulation of the Regulation Framework for Microinsurance, among others. He was also one of the pioneer members of the Anti-Money Laundering Council (AMLAC) and a signatory to the Master Memorandum of Agreement creating the Financial Sector Forum,” Dooc said.

Malinis, a widower, is survived by his only child, Charles C. Malinis.
