CHR looks into missing P6 million trust fund

MANILA, Philippines — The Commission on Human Rights (CHR) is not stepping away from probing the allegation that the P6-million trust fund of detainees of the Correctional Institution for Women is missing, contrary to a statement of the Bureau of Corrections (BuCor).

According to the CHR, it never stated that there was “no need” to conduct a separate investigation into the missing fund.

“While it was noted during (a Sept. 1) meeting that BuCor is conducting its own investigation, the CHR reiterated its constitutional independence and declined the proposal to conduct a joint investigation,” Faydah Maniri Dumarpa, CHR focal commissioner for rights of the detainees, said.

“The commission remains committed to independently determine and undertake appropriate action within its mandate,” Dumarpa added.

According to Dumarpa, the CHR has reached out to BuCor Director General Gregorio Catapang Jr. to communicate the issue of inaccurate attribution and account of the meeting on Sept. 1.

Catapang has not issued a public statement on the matter.

“The CHR remains committed to establishing the facts and exercising its mandate independently, impartially and in accordance with the Constitution and relevant laws, particularly in protecting the rights and welfare of persons deprived of liberty,” Dumarpa said.

Various groups are urging the BuCor and the Correctional Institution for Women to immediately address the issue of missing trust funds.

Two senior officers have been relieved pending the results of the BuCor investigation.
