BCDA inks deals with Japan for RE, ICT projects

MANILA, Philippines —  State-run Bases Conversion and Development Authority (BCDA) has secured three deals with the Japanese government and private sector partners for renewable energy (RE) and information and communications technology (ICT) projects to support the development of its economic zones.

In a statement, the BCDA said a memorandum of understanding (MOU)  was signed by BCDA president and CEO Joshua Bingcang with Japanese industrial and engineering firm Kanadevia Corp. for the conduct of preliminary feasibility studies for a waste-to-energy (WTE) facility in New Clark City in Tarlac.

The WTE project supports the BCDA’s aim to position the New Clark City as a green and resilient metropolis by promoting sustainable solutions and a circular economy.

Also signed was the MOU with Japanese telecommunications firms IPS Inc. and InfiniVAN Inc. to explore opportunities to collaborate on projects to maximize the BCDA’s ICT assets in the Poro Point Freeport Zone in La Union and other BCDA-administered zones.

The partnership will support the Luzon Bypass Infrastructure Program by helping deliver high-speed internet connectivity to local communities.

The BCDA also formalized its partnership with the Japan Bank for International Cooperation (JBIC) for the development and promotion of projects that promote the shift to RE and environmental and social sustainability.

Under the MOU, JBIC will help link the BCDA with the Japanese business community and encourage Japanese firms to participate in the BCDA’s green and sustainable initiatives.

JBIC is also open to exploring funding support for projects.

The MOU signing took place during the BCDA’s official mission to Tokyo.

Through these partnerships, Bingcang said the BCDA is advancing RE and ICT projects, while promoting sustainable development in its economic zones.

“More than infrastructure, these collaborations will deliver direct benefits to Filipinos by creating jobs, attracting investments and improving quality of life. BCDA is proud to stand with Japan in shaping a greener, smarter and more resilient Philippines,” he said.

Philippine Ambassador to Japan Mylene De Joya Garcia-Albano said the agreements are expected to bring other benefits.

“We are confident that these MOUs will pave the way for more meaningful business opportunities, foster stronger partnerships and deliver tangible benefits not only to the companies involved but also to the broader Philippine-Japan economic relationship,” she said.
