PPP pipeline shrinks to P2.77 trillion

MANILA, Philippines — The value of projects under the government’s public-private partnership (PPP) pipeline declined to P2.77 trillion as of September, following the delisting of three projects and addition of two projects.
Data from the PPP Center showed that there are 229 projects in the PPP pipeline amounting to P2.77 trillion as of Sept. 3, down from the 230 projects worth P2.86 trillion as of July.
The PPP Center attributed the change to the addition of projects and removal of some projects.
It said it added to the PPP pipeline the unsolicited proposal from the consortium of Philippine Ecology Systems Corp. and R-II Builders Inc. for the P29.62 billion Metro Manila Waste to Energy project.
This project is designed to support the Metropolitan Manila Development Authority’s functions and enable Metro Manila to have a climate-resilient, environmentally sound and socially inclusive waste management system.
Also added to the PPP list is the PPP for School Infrastructure Project Phase 4.
Meanwhile, the delisted projects are the 3000 TPD Manila Waste-to-Energy Facility Project worth P29.39 billion; the Philippine Retirement Authority Digitalization Project; and the Sanitary Landfill and Waste-to-Energy Project in New Clark City.
The PPP Center said the projects were delisted due to failure of negotiations in the case of unsolicited proposals.
It also cited the change in the mode of implementation.
Given the limited fiscal space, the government is promoting PPPs as a way to address the country’s infrastructure gaps.
