Customs, PCCI partner to enhance trade

MANILA, Philippines — The government and the country’s largest business group are moving to enhance trade efficiency via a system that will streamline the process of the movements of various goods.

The Bureau of Customs (BOC) and the Philippine Chamber of Commerce and Industry (PCCI) yesterday launched the ATA Carnet System or the Convention on Temporary Admission (Istanbul Convention).

This made the Philippines the 81st country to implement the system that would allow businesses and professionals to temporarily export and import exhibition items, professional equipment and commercial samples without incurring import duties or taxes, provided that the goods are fully re-exported.

The system will also replace the multiple customs documents currently required with a single, comprehensive document.

Customs Commissioner Bienvenido Rubio said the initiative is expected to enhance trade efficiency and strengthen the country’s position in the global marketplace.

Rubio added that the system would yield numerous benefits including increased participation in international fairs and exhibitions, greater ease for professionals travelling with equipment and a significant reduction in the administrative burden associated with temporary imports.

Trade Secretary Alfredo Pascual, for his part, emphasized that the system is not just a facilitative tool but as a gateway to opportunities and streamlined international trade.

According to Pascual, the system’s implementation further solidifies the country’s efforts toward an export-led growth as aligned with the Philippine Export Development Plan.

“It will also make the Philippines a more attractive destination for international events and exhibitions and in turn, stimulate tourism, create jobs and contribute to the overall economic development of the country,” Pascual said.

The ATA Carnet System is an internationally recognized customs document that facilitates the duty-free and tax-free temporary import of goods.

It encompasses a wide range of goods, including commercial samples, professional equipment and items intended for exhibitions and fairs.

Coupled with recognition by most customs authorities worldwide, ATA Carnet is an important tool for businesses engaged in international trade.
