MANILA, Philippines — Complete Staff Work (CSW) is the doctrine of any well-run office. Pursuant to Malacañang’s Memo Circular 2 (dated June 30, 2022) and 72 (dated Nov. 15, 2019), requiring strict compliance of All government agencies to ensure efficient and effective delivery of crucial government programs and services through CSW, the Center for Global Best Practices will host a six-session online training via Zoom starting Wednesday, Oct.19 on the topic, Masterclass in Complete Staff Work. This training is designed for attendees to enhance their CSW skills.

Popularized by former president Fidel V. Ramos and institutionalized by succeeding Philippine presidents with several directives, Complete Staff Work is the principle of management that states that subordinates are responsible for submitting written recommendations to superiors in such a manner that the superior need do nothing further in the process than review the submitted document and indicate approval or disapproval.

For those in the private sector, implementing a policy of CSW in your organization will boost efficiency and productivity by ensuring that each and every team member fully analyzes operational problems by first understanding all the facts, variables, considerations, and possible resolutions, and then proposing their favorite answer as the solution to the problem at hand.

This program will feature CGBP’s finest roster of trainers led by Antonio Kalaw, Jr. CESO I, who was the longest serving president of the Development Academy of the Philippines.

Those who finish and pass thes course will be conferred the title of “CSW specialist” and could use the post-nominal letters “CSWS®.” Example: Juan dela Cruz, CSWS®.

CGBP is accredited by the Civil Service Commission, Governance Commission for GOCCs, DILG-Local Government Academy, Professional Regulation Commission, and other regulatory bodies. Government employees who enroll in this program will not be covered by Philippine Procurement Law or RA 9184 based on its Revised IRR’s Section 4.5-b, which classifies training and seminars as non-procurement activities. DBM circular 563 issued on April 22, 2016 also exempts public officials and government employees from the P2,000-limit per day on training fees.
