Consortium wants to design, develop national ID infra solution
MANILA, Philippines — A consortium of businesses has submitted an unsolicited proposal to the Philippine Statistics Authority to design and develop a national identity infrastructure solution.
In a disclosure to the stock exchange, trio Unisys Philippines, AC Infrastructure Holdings Corp. and Aboitiz InfraCapital Inc. said the proposed national ID infrastructure solution is intended to “collect, store, maintain, manage and authenticate identity information of individuals.”
The consortium has proposed that it be granted a 17-year concession. It will “develop and implement an expedient and comprehensive solution that will provide a safe and secure identification and benefits payment mechanism for individuals transacting with government.”
Last week, President Rodrigo Duterte signed the Philippine Identification System Act. Proponents of the bill said the law would cut red tape and provide the public additional protection against terrorism and other security threats.
The ID card will contain the bearer’s identification system number, full name, facial image, date of birth, address and fingerprints.
Previous attempts to create a national ID program were dogged by legal setbacks amid concerns that such a system of record-keeping would violate people’s right to privacy.
The STAR on Monday reported that the Supreme Court may review the new law establishing a single national identification system in the country.
