ADB to help push PPP projects in Mindanao

MANILA, Philippines - The Asian Development Bank (ADB) will assist the government establish the first extension office of the Public-Private Partnership (PPP) Center in Mindanao.

In a press briefing yesterday, ADB Philippine country director Richard S. Bolt identified potential infrastructure projects for Mindanao.

“We see a potential for PPP project for solid waste and water waste management, sanitation, solar, different air and seaports, and regional expressways,” Bolt said, adding solid waste and/or water management projects are already being considered for Davao City.

Initially, the ADB wants to build a pipeline for all potential or interested players as well as connect with the various development offices such as the Mindanao Development Authority (MinDA), formerly known as the Mindanao Economic Development Council (MEDCo).

The funding agency is likewise prepared to extend various forms of funding to jumpstart the Mindanao PPP Center, which may come in the form of a grant, loan or the use of the Project Development and Monitoring Facility (PDMF).

The PDMF will finance pre-investment studies, including pre-feasibility studies, feasibility studies, preparation of tender documents, draft contracts, bidding processes and contract negotiations to bid award stage. It affords project proponents with transaction advisory services to ensure that competitive and transparent processes are observed.

The ADB also established its own office specializing in PPP for the Asia Pacific region, including the Philipines.
