BIR orders businesses to register POS terminals

MANILA, Philippines - The Bureau of Internal Revenue has ordered businesses to register their cash register, point of sales (POS), and other receipt-printing machines with the agency.

In a memorandum, the tax agency said developers, distributors, dealers, vendors, and the likes that sell and distribute sales machines should secure accreditation from the BIR before the distribution of these units.

BIR said all applications for accreditation of machines would only be processed at the bureau’s national office level through the National Accreditation Board.

“Only BIR-accredited cash register machines, POS, and other sales machines or receipting software shall be used by business taxpayers,” it said.

The accreditation issued by the BIR would be valid for five years. The supplier or vendor of the machines would be given 60 days from the expiration to extend the validity of the accreditation from the BIR.

The BIR said businesses acquiring machines or software from abroad should also require the same accreditation from the agency.

At the same time, sales-receipting or any similar software must be authorized by the BIR before the use of any business.

New applicants for accreditation should also enroll at the BIR’s Electronic Accreditation and Registration system. Enrollment in this system may be done before or after the submission of complete documentary requirements to the tax bureau.

The BIR said all concerned offices should ensure all the required documents were submitted by an applicant, and these should be sent to the National Accreditation Board through the Secretariat-Technical Working Group.

The National Accreditation Board would be responsible for the issuance of the Certificate of Accreditation or the Notice of Denial, the BIR said.
