DOTC moves anew submission deadline for regional airports bids

MANILA, Philippines - The Department of Transportation and Communications (DOTC) has moved anew the deadline of submission of qualification documents for the bidding of the development as well as operations and maintenance of five regional airports under the Public-Private Partnership (PPP) program.

In a bid bulletin, DOTC Undersecretary Rene Limcaoco said “the qualification documents submission date has been moved to Aug. 17.”

The previous deadline for the submission of qualification documents is (Aug. 10), which was already extended from an earlier deadline of July 27, following requests of prospective bidders.

The government is looking for firms interested to undertake the development as well as operations and maintenance of the five regional airports with an estimated total cost of P108.19 billion.

The projects are being offered for bidding in two bundles. The first bundle covers the Bacolod-Silay and Iloilo airports, while the second is composed of the Davao, Laguindingan and New Bohol (Panglao) airports.

The winning bidder will be responsible for providing additional facilities and other necessary improvements in the airports.

It will also be involved in promoting the airports for direct international passenger traffic.

The airport projects will follow the two-stage bidding process which involves submission of qualification documents before the technical and financial proposals.

Six groups have so far applied to pre-qualify and bid for the projects. These are GMR-Megawide, Metro Pacific - JG Summit Consortium, Aboitiz Equity Ventures, San Miguel Corp., Philippine Skylanders Inc. and Union Equities.

The regional airports deal is the second to be offered for bidding under the government’s flagship PPP program.
