BCDA seeks feasibility studies for Clark Green City project

MANILA, Philippines - State-run Bases Conversion and Development Authority (BCDA) is looking for firms interested in conducting feasibility studies for the Clark Green City project.

“It’s all systems go for the development of Clark Green City.  We are inviting interested firms to submit their expression of interest to undertake their proposed feasibility study on utility components of what will become the country’s most modern and beautiful city,” BCDA president and chief executive officer Arnel Paciano D. Casanova said in a statement yesterday.

Interested firms may submit proposals to voluntarily undertake a feasibility study for any of the following utility components of the Clark Green City:  power (traditional and/or renewable); water (supply, distribution and wastewater management); solid waste management (may also include waste-to-energy); mass transportation; centralized liquefied petroleum gas or liquefied natural gas system; and information and communication technology or city management systems.

The feasibility study shall include, among others, the basic implementation of concept and standards, inclusive of its economic, financial and technical viability.

All costs and expenses incurred in the preparation and conduct of the feasibility study shall be for the sole account of the interested proponent.

“Should BCDA accept, use or take advantage of the study, either in part or in whole, BCDA shall reimburse the cost for the feasibility study, which amount shall be agreed upon by BCDA and the interested proponent,” Casanova said.

Interested proponents may submit their Expression of Interest stating the specific utility component to be covered by the feasibility study on or before June 20, at the BCDA Corporate Office located in Bonifacio Global City.

The 9,450-hectare Clark Green City is being developed as the country’s first green and smart metropolis and as an ideal investment destination.

Late last month, President Aquino approved the master development plan and development of the first phase covering 1,300 hectares of the Clark Green City.

The BCDA intends to start the bidding process for the development of the first phase by the third quarter.

Casanova said the BCDA would invite both local and foreign firms for the development of the first phase.

Based on the Clark Green City District Plan, the area would have the following: government district; central business district; academic district, agri-forestry research and development district; and the wellness and eco-tourism district.

The University of the Philippines will be the first locator of the Clark Green City after it would signed a memorandum of understanding with the BCDA to establish a campus there.

Clark Green City is expected to contribute approximately P1.57 trillion per year to the economy of the country and generate 925,000 jobs once the development plan is undertaken.
