MANILA, Philippines - The biggest buyer and consumer of infrastructure, goods and services is the government. The private sector can win big by entering into public-private business transactions but it is essential that they first fully understand the procurement law and its IRR. Failure to know this can cost private individuals to be part of the statistics of government officials with criminal and administrative cases based on Commission On Audit (COA) findings of irregular transactions.

To help you on this, the Center for Global Best Practices is launching a pioneering two-day seminar entitled, “What You MUST Know About the Government Procurement Law and Its Implementing Rules and Regulations: Ensuring Compliance with RA 9184 and its IRR to be held on Oct. 10 & 11, 2013 at the Edsa Shangri-la Hotel, Mandaluyong City, Philippines.

This special seminar will feature Elizabeth S. Zosa, assistant commissioner of the Commission on Audit (COA) supervising the fraud Aaudit office, technical services office and special audits office and concurrently chairperson of COA’s bids and awards committee. Prior to this assignment, she served as COAs General Counsel from October 2006 to January 2013. 

The second lecturer is Antonio V. Molano, Jr. who is presently the director of the DPWH Region 3. He is a subject matter expert on procurement of goods and infrastructure having written the procurement manual and bidding documents for civil works and lectured extensively on these topics.  He was part of the team that drafted the IRR on procurement law.

Marilou Reyes serves as a procurement specialist at the USAID for consultants and consultancy services. She spent 33 years at the COA retiring with a rank of state auditor V in 2012.  She has lectured on procurement to various LGUs, and various government agencies including BSP, Supreme Court, CHED, DEPED, DAP, DOE, DENR, DA, GSIS, Water Districts, MWSS, PAGCOR, SSS, Philhealth, House of Representatives & various other organizations.
