BCDA opens bid for Clark plan

MANILA, Philippines - The Bases Conversion and Development Authority (BCDA) has opened the bidding for the masterplan for the development of 36,000 hectares of the Clark Special Economic Zone (CSEZ) into a green commercial community.

“We are calling on all interested firms to join the bidding process of this mega project that is envisioned to set the pace of socioeconomic development in Central Luzon,” said BCDA president and CEO Arnel Paciano Casanova, who is also the acting Chairman of the Clark Development Corporation (CDC).

He said that although there are existing masterplans for the development of the CSEZ, the renewed investor confidence in the country “has resulted in favorable market conditions that were not present in the past and needs to be exploited and maximized.”

“There is a need to update and integrate all development plans in the context of the recent market trends in the Asian and international setting,” Casanova said.

He said the new masterplan for the CSEZ would position Clark as the investment destination in Southeast Asia. The idea for the project is to create a “Fort Bonifacio meets Silicon Valley” type of community.

The masterplan also involves a development plan that provides for the following: adoption of a Green Building System, use of renewable energy in all buildings and facilities, a clean and affordable public transportation system, adequate access to safe potable drinking water; and a state-of-the-art communication system.

Interested parties are advised to check the BCDA website (www.bcda.gov.ph) for a copy of the Terms of Reference. The deadline for the submission of Eligibility Documents is on March 26, 2012 at the BCDA Corporate Center in Bonifacio Global City.
