Transco issues rules on site, equipment standards

The National Transmission Corp. (TransCo) has intensified its information campaign for the rules on standard system.

As part of the campaign, TransCo is conducting a series of forums on the implementing guidelines on the standard system for Site and Equipment Identification and Labeling (SEIL) for the power industry.

TransCo president Alan Ortiz said the state-owned agency has scheduled a nationwide campaign to disseminate information on the standard system and guidelines for use in identifying any site or equipment in all electrical diagrams, connections, point drawings, grid operations instructions, notices, and other documents.

"The adoption of the system will greatly help ensure safety in operations and maintenance activities by providing a unified identification and standard label for transmission systems and equipment installed at all power facilities of TransCo and all electric industry participants," Ortiz added.

Through SEIL, the power industry will be able to reduce the risk of human errors associated with improperly locating, identifying, and distinguishing substation equipment, and transmission line circuit and structures.

As operator of the transmission grid, TransCo is mandated by the Philippine Grid Code to develop a unified identification system to be adopted by all power industry players for any site, equipment or structure of all its transmission and sub-transmission facilities for a safer and more efficient management of the entire electric transmission network.

The Grid Management Committee, a group composed of representatives from power industry players tasked to monitor the implementation of the Grid Code had earlier passed a resolution adopting the TransCo-developed SEIL standard.

Ortiz said the recent forum was attended by technical representatives of the National Power Corp., Philippine Electricity Market Corp., IPPs, Meralco, electric cooperatives, private distribution utilities and directly-connected industries in South Luzon.
