LRA awards P2.5-billion land titling IT project

The P2.5 billion computerization project of the Land Registration Authority (LRA) will be awarded to the winning bidder, Megadata Corp. next week.

During the last few years, faking land titles has become rampant. In anticipation of serious land shortage and increase in land prices in the new century, the government decided to computerize LRA. As the implementor of Land Registration Act 496, LRA is the only repository of records and documents of all lands specially those registered under Torrens System IT. Computerized queries on the status of land titles could be made from any Registers of Deeds nationwide and LRA would be in the best position to determine the credibility and authenticity of any land title in case of dispute.

Last year, LRA invited interested firms to submit their proposals for the computerization of its operations. Even as Megadata Corp. emerged as the winning bidder of the P2.5 billion project, all other qualified bidders led by the consortium of SUFC rally behind the LRA in its efforts to cleanse and streamline the land registration system to put a stop to land title frauds and corruption. SUFC, in particular commends the Pre-qualification Bids and Awards Committee (PBAC) of the LRA for its fair and transparent conduct of the IT project bidding.

The Land Titling Computerization Project is one of the most important computerization projects to be undertaken by the government. Under the leadership and determination of Administrator Alfredo Enriquez, the computerization of LRA operations will rid LRA of corruption and bring back the integrity of the land title. The project will also neutralize fake land title syndicates and thus eliminate fake titles and overlaps between adjacent titles.
