MANILA, Philippines — A powerful cyclone with winds reaching 185 kilometers per hour near the center and watched in the Philippines for days has stepped into the Philippine area of responsibility on Wedneday morning, July 8.

As a first response to Super Typhoon Bavi, renamed "Inday" locally, state weather bureau PAGASA has raised Signal No. 1 over parts of Luzon.

Inday last spotted 1,405 kilometers east of Northern Luzon as of 4 a.m., according to PAGASA's 5 a.m. bulletin. The super typhoon had gusts of up to 230 kph, a central pressure of 930 hectopascals and strong to typhoon-force winds extending up to 900 kilometers from its center.

The cyclone was moving west at 25 kph, with strong to typhoon-force winds extending up to 900 kilometers from its center.

Signal No. 1 is up over Batanes, Cagayan including Babuyan Islands, Apayao, the northern portion of Aurora and parts of Isabela, Kalinga and Catanduanes.

In Isabela, the signal covers Santo Tomas, Aurora, Santa Maria, Quezon, San Mariano, Naguilian, Dinapigue, Roxas, Luna, Delfin Albano, Cauayan City, San Pablo, Ilagan City, Benito Soliven, Tumauini, Cabagan, Reina Mercedes, San Manuel, Palanan, Cabatuan, Quirino, Divilacan, Gamu, Mallig, Maconacon, Burgos, San Guillermo, Angadanan, Alicia and San Mateo.

It also covers the eastern portion of Kalinga, including Pinukpuk, Tabuk City and Rizal; the northern portion of Aurora, specifically Dilasag; and the northern and central portions of Catanduanes, including Pandan, Caramoran, Bagamanoc, Panganiban, Viga, Gigmoto, Baras and San Miguel.

Areas under Signal No. 1 may experience strong winds of 39 to 61 kph within 36 hours, with minimal to minor threat to life and property.

PAGASA said the highest wind signal that may be raised during Inday's passage is Signal No. 2 or 3.

Gusts, monsoon effects

The enhanced southwest monsoon, or habagat, and the periphery of Inday will bring strong to gale-force gusts to several areas, especially coastal and upland areas exposed to winds, PAGASA said.

On Wednesday, these gusts may affect Pangasinan, Zambales, Bataan, Calabarzon, most of Mimaropa, the Bicol Region, most of the Visayas and most of Mindanao.

By Thursday, July 9, and Friday, July 10, strong to gale-force gusts may affect most of the country.

Dangerous seas. PAGASA said a gale warning would be issued Wednesday over the northern and eastern seaboards of Luzon and the Visayas.

Very rough seas of up to 4.5 meters may affect the seaboard of Isabela, the northern seaboard of Aurora, the northern and eastern seaboards of Catanduanes and the eastern seaboard of Northern Samar.

Sea travel is risky for all types of vessels in these areas. PAGASA advised all mariners to remain in port or, if already at sea, seek shelter or safe harbor as soon as possible until winds and waves subside.

Inday is forecast to move generally west over the next 24 hours before turning northwest while remaining over the Philippine Sea.

The super typhoon may track closest to Extreme Northern Luzon by July 10, before heading toward the southern islands of Japan and the sea north of Taiwan.

Inday is forecast to exit PAR by Saturday, July 11, and make landfall over the eastern coast of mainland China by Sunday, July 12.

PAGASA said Inday is expected to maintain its strength as a super typhoon until Thursday, July 9, before weakening into a typhoon by Thursday afternoon or evening. It is likely to remain a typhoon for the rest of the forecast period.

The weather bureau said heavy rainfall and severe winds may still be felt outside the forecast cone and that Inday's track may still shift within the limit of the forecast confidence cone.
