House dynasty bill not watered down?
MANILA, Philippines — The House-approved anti-political dynasty bill is not a “watered-down” version, according to Rep. Zia Alonto Adiong.
Business and civil society groups, however, have pointed out that House Bill 8389 allows relatives beyond the second degree of consanguinity or affinity to hold office simultaneously across every level of government.
HB 8389 also enables unlimited succession and position switching, they stressed.
Adiong maintained that the proposed measure is a “positive development.”
“On the contrary, it addresses the core problem of monopoly of power exercised by one family within one locality,” said Adiong, sponsor of HB 8389.
Over 1,700 municipal executive positions could be affected, he noted.
Adiong described the measure as a major step toward implementing the constitutional ban on political dynasties, which has remained undefined since the ratification of the 1987 Constitution.
