MANILA, Philippines — The Office of the Ombudsman has filed before the Malolos trial court malversation and graft charges against embattled contractors Sarah and Curlee Discaya over an allegedly anomalous flood control project in Calumpit, Bulacan worth P53.9 million.

Others named in the complaint were eight officials of the Department of Public Works and Highways Bulacan 1st District Engineering Office and another executive of St. Timothy Construction Company, of which the beneficial owners are the Discayas.

They were charged with graft and corruption and malversation of funds.

The charges involved a rehabilitation of a river construction structure along Bulusan in Calumpit, Bulacan.

Assistant Ombudsman Mico Clavano said the probe further established that accused officials allowed the contractor to take possession of and misappropriate these funds.
