Mga grupo pumalag vs 'terrorist' designation sa 4 katutubong aktibista

MANILA, Philippines — Pumalag ang ilang progresibo sa desisyon ng kontrobersyal na Anti-terrorism Council (ATC) na tanghaling terorista ang ilang ligal na aktibistang una nang napawalang-sala ng korte sa reklamong rebelyon.

Lunes lang nang ilimbag sa Manila Times na inaprubahan ng ATC ang isang resolusyong nagtatalaga sa Cordillera activists na sina Sarah Alikes, Jennifer Awingan, Windel Bolinget at Stephen Tauli — pawang mga lider ng Cordillera Peoples Alliance — bilang "terorista."

"We condemn in the highest terms these relentless attacks against indigenous peoples activists. Clearly, the [Anti-Terrorism Act] is used as an instrument to stifle dissent and target activists," wika ng CPA sa isang pahayag kahapon.

"Earlier this year, the 4 CPA leaders were part of the Northern Luzon 7 who were charged with a trumped-up case of rebellion. The case was dismissed a few months ago."

 

 

Matagal nang tinututulan ng mga aktibista ang Anti-Terror Law dahil sa kapasidad ng ATC na mag-designate sa mga tao bilang terorista kahit na hindi ito korte. Aniya, pwede itong magamit kahit sa mga ligal at lehitimong kritiko ng gobyerno.

Ang terrorist designation ay iba pa sa "proscription" (pagbabawal) sa isang teroristang grupo, kung saan mag-aapply ang Department of Justice (DOJ) sa Court of Appeals para matawag na terorista at iligal ang isang organisasyon.

"While we at CPA continue to seek legal remedies to ensure our safety, security, and human rights in this shrinking democratic space, the state also weaponizes everything at its disposal to silence us," dagdag pa ng CPA.

"We enjoin everyone to condemn this designation and call for the immediate retraction of the resolution and designation."

Matatandaang Agosto 2022 lang nang maiulat na na-"abduct" si Tauli, regional council member ng CPA. 

Miyembro ng CPP-NPA?

Sa nasabing ATC Resolution 41, sinasabing "naberipika" na raw at nakakalap ng sapat na impormasyon ang mga alagad ng batas para bansagang terorista sina Alikes, Awingan, Bolinget at Tauli bilang mga miyembro ng Communist Party of the Philippines at armadong grupo nito na New People's Army (CPP-NPA).

Maliban sa kanila, tinukoy din bilang "terorista" ang isang May Vargas-Casilao at Jovencio Tangbanwan.

Ngayong designated na sila bilang "terorista," mapapahintulutan ang Anti-Money Laundering Council na mag-imbestiga at i-freeze ang kanilang financial assets at ari-arian.

Ang lahat ng ito ay ginagawa ng ATC kahit na una nang ibinasura ng Manila Regional Trial Court Branch 19 ang petisyong tuluyang ipagbawal at ideklarang iligal ang CPP-NPA. Kinikilala ng naturang grupo ang sarili bilang rebolusyonaryo at hindi terorista.

'Tagapagtanggol ng kalikasan, katutubo'

Kinundena rin ng environmental group na Kalikasan People’s Network for the Environment (KPNE) ang aksyon ng ATC, lalo na't wala raw batayan at "mali-mali" ang pagtawag sa apat bilang terorista.

Ang CPA na siyang kinabibilangan nina Alikes, Bolinget, Awingan at Tauli ay ay member organization ng KPNE network.

"We denounce Resolution No. 41 (2023), dated July 10, 2023, as a document that promotes further attacks against these four indigenous activists, in a bid to stop them from doing their vital environmental defense work," ayon sa Kalikasan.

"For nearly four decades, the CPA has defended the communities and environment of the Cordillera region, fighting against destructive mining and logging, and advocating for ancestral land rights."

Hitik sa likas-yaman gaya ginto, copper, at hydropower resources ang mga kagubatan ng Cordillera Administrative Region, bagay na matagal nang napag-iinteresan ng mga malalaking negosyo.

Sa kabila ng daan-daan mining applications sa naturang ancestral lands, walang naaprrubahan sa ngayon dahil sa paglaban ng mga Igorot na pinangungunahan ng CPA nitong mga nagdaang dekada.

"We call upon all persons of goodwill to unite in condemning this terrorist designation of the CPA officers. We demand the immediate retraction of the ATC resolution," patuloy ng KPNE.

"An attack against environmental defenders is an attack against our national patrimony — an attack against our nation’s future!"

Ilang beses nang nakatanggap ng awards sa loob at labas ng bansa ang mga opisyal ng CPA dahil sa kanilang trabaho gaya na lang ng Women's World Summit Foundation recognition kay CPA pioneer Mother Petra Macliing (2009), Gwangju Prize for Human Rights (2019). 

Maliban pa 'yan sa mga pagkilalang natanggap ng grupo gaya ng International Eco Water Award (2014) at 2009 Gawad Bayani ng Kalikasan Award.
